How does enhancer control for eukaryotic gene transcription work?

The above link goes to a picture of the diagram in my 9th grade biology book. The book says that when a transcription factor attatces to an enhancer and the RNA polymerase, it bends the DNA strand and this allows transcription to begin. What I am confused about is that in the diagram, there is a transcription facter sitting in the way of RNA polymerase, blocking it from going down the Structural gene(orange) to transcribe it. And, what is the point in bending the DNA, seeing as it isn't bending it where the structural gene is?
It is actually confusing. The RNA polymerase should be where the transcription factor is and vice versa. If you have a transcription factor in the way of the RNA pol, this will be blocked. The only case it happens is when you have a transcription factor which acts as a repressor by inhibiting the transcription of some genes.

the medium colour goes on all on your eyelid,
the darkest colour goes in the crease of your eye,
the lightest colour goes below your eyebrow,
after that's done add any other makeup products you would like
like eye liner or mascarra
