Do PAL televisions actually have a better picture than NTSC televisions?

Is the PAL picture actually better because of more lines and colors or does the output look the same as an NTSC TV?

Yes,I have options to set my Tv to PAL NTSC Secam and Auto,and I have chosen PAL as my default.

How can I switch between NTSC and PAL on my laptop?

I am trying to connect my laptop to my TV and it only shows black and white colors,and I've herd that if i switch betwen PAL and NTSC it will work,but I have no idea how to to that ???

I don't think that is possible on a laptop.
