Air Outlet

Does a reservoir or large tank have some sort of pressure/air outlet?

For instance a tank that holds water for a town.

Does water just flow into it without anyone worrying about the pressure, or are there openings or valves that let pressure escape? (This is in reference to a physics problem that was not worded effectively)

Yeah I was referring to a tank that water (from a height above it) could flow into it.

The professor clarified this, but at first it didn't seem logical, because like you were saying if it was sealed it would have to withstand a large range of pressures.

Let's differentiate between 2 types of water "reservoir":
A) A pressure tank. These are usually used when a house depends on its own well water. Inside the tank is an air bladder which gets compressed when water is pumped into the tank, and it expands when water flows out of the tank. These tanks are rated at >100psi and have a safety valve that only opens if the pressure gets too high, due to some malfunction.
B) A cistern. Those are not supposed to have any pressure build-up inside. Water is pumped in, air escapes through a small vent hole. water flows out (gravity or pump) and the same vent hole lets air back in.

can I plug a 115 volt air conditioner into a 220 volt outlet?

I know the prongs are shaped different, but they sell adapters and I was wondering if that is ok to do?

No a 120 volt air conditioner will not work in a 240 volt 15 or 20 amp plug in IT will ruin your 120 volt A/C.
If it is a dedicated 240 receptacle it should be able to be converted to a 120 volt plug by some one who is qualified with no problem.
